The Swiss Cooperation Office in Tanzania represents both the Swiss Agency for Development and Cooperation (SDC) and the State Secretariat for Economic Affairs (SECO). Support to Civil Society Organizations is financed by SDC while SECO is responsible for planning and implementing economic growth related cooperation as well as budget support. The Swiss Agency for Development and Cooperation is Switzerland’s international cooperation agency within the Swiss Foreign Ministry. Together with other federal offices, SDC is responsible for overall coordination of development activities. The aim of development cooperation is to alleviate poverty by helping people in partner countries to help themselves. In Tanzanian, Swiss Cooperation is committed to the implementation of the Poverty Reduction Strategy (PRS) adopted in 2000 by the Government of Tanzania. Swiss Cooperation has three thematic areas of focus reflecting the Tanzania government’s National Strategy for Growth and Poverty Reduction (MKUKUTA 2004-2010); namely, Economic growth, Physical and Social well-being and Governance. In Economic growth, the goal is to ensure sound economic management, promotion of sustainable and broad based growth and reduction of income poverty of men and women in rural areas. Physical and Social well-being focuses on bodily and mental health, living in security and access to social safety nets. In governance, the support is intended to contribute to equitable allocation of public resources with corruption effectively addressed, reduction of political and social exclusion and intolerance.
Approach to Supporting Civil Society:
Currently, the Swiss Cooperation’s support to Civil Society Organizations (CSOs) in Tanzania is mainly through the Foundation for Civil Society which is a Tanzanian non-profit company, designed and funded by a group of like-minded development partners, and governed by an independent Board. Another support to CSOs is through a small Culture credit line, managed by the Swiss Cooperation office to support small innovative projects that aim at promoting and developing Tanzania culture.

The Swiss Cooperation Strategy 2007-2010 is the programmatic platform for Swiss Cooperation Office operations in Tanzania. The Strategy uses the Tanzania government’s National Strategy for Growth and Poverty Reduction (MKUKUTA 2004-2010) as the development planning framework, informed by the aspirations of the Tanzania Development Vision 2025 for high and shared growth, high quality livelihoods, peace, stability, unity, good governance, high quality education and international competitiveness.
