The strategy for development co-operation between Tanzania and Norway is outlined in the Memorandum of Understanding (MoU). The MoU is based on the principles of donor harmonisation and alignment to recipient countries’ policies as outlined in the Paris and Rome declarations and reflected in the Joint Assistance Strategy for Tanzania.
Norwegian support to Tanzania is, therefore, based on the latter's development objectives – Tanzania's priorities and national development strategies outlined in the National Strategy for Growth and Reduction of Poverty.
The key areas for long-term cooperation with the government are: Poverty Reduction through Good Governance and Budget support, Natural resources and environment, Energy and Norway Tanzania Partnership Initiative (NTPI). Norway will continue support for promotion of gender equality, Roads, higher education and research, and combating the HIV/AIDS epidemic, in addition to assistance for facilitating development through direct investment and trade, and cultural cooperation. The cooperation will also provide support for civil society, which is seen as a key component for continued strengthening of the democratic traditions of Tanzania

Sectors / Areas of Support

The main priority areas of cooperation are:
• General Budget support, Good Governance/Anticorruption
• Natural Resource and Environment
• Energy, with emphasis on petroleum and clean energy
• Norway Tanzania Partnership Initiative (MDG 4 & 5)
• Women’s rights and gender equality

Others are higher education and research, HIV/AIDS, facilitation of development through direct investment and trade, Educational grants and cultural cooperation.

Approach to Supporting Civil Society:

Norway and Tanzania have signed an MoU on development cooperation (2007-2011). Norway will support Tanzania’s efforts at realizing its development vision and main objectives. Norway will continue to seek Tanzania’s guidance in the selection of sectors for cooperation, in line with JAST.

The General budget support is the main channel that Norway will use in providing assistance to Tanzania. Support will also be provided to civil society organizations mainly vie strategic cooperation with a few selected NGO’s.

Norway will continue its cooperation with regional organizations such as the AU, NEPAD, EAC and SADC, and will provide support for regional and sub-regional projects and programs where Tanzania may be one of the participating countries.

The Embassy is supporting several civil society organisations through intermediary organisations namely the Norwegian Church Aid and Norwegian People’s Aid. These two organisations have partnerships with other local organisations (NGO’s, CBO’s, and FBO’s). Also the Embassy works with other development partners to support media and cultural organisations through the Cultural trust Fund and the Media Council of Tanzania.
