1.i. Background/History
In the summer of 1999, a diagnostic survey on single motherhood in the Mbeya region was released by the local municipality. The conclusions of this survey indicated that the number of single mothers, orphans and street children, as well as HIV positive citizens, were drastically on the rise. In recognizing the growing social problem in Mbeya, a group of educated and concerned citizens convened to discuss the relationship between poverty, HIV/AIDS, education and single parenthood. The concern voiced by this group as that without the provision of supplemental education and training programs to reduce the spread HIV/AIDS and poverty in the area, the problem would worsen, posing a serious threat to the safety and well being of Mbeya citizens.
Backed by the government of the United Republic of Tanzania, SPAT became a licensed NGO in 2004 with registration certificate SO.NO.12382.

2.0. INTRODUCTION.
HIV/AIDS Is a social problem, which affects the whole society regardless of its age and faith. SPAT members and others included, have experienced the impacts of HIV/AIDS pandemic, socially and economically.
It is a serious problem because it affects the most productive group of people, aged between 21 up to 45 years old. HIV/AIDS depletes the most useful labor force in agriculture, mines, and industries. It psychologically affects young orphans who are left without able parents. But it also tortures the grandparents who are left behind to take care of the youths without much to feed them. People have been demoralized and have become low in spirit, because of HIV/AIDS pandemic. Communities in their broadest senses are at agony while spending lots of time
Approach to Supporting Civil Society:3.0. Program Goal
To contribute towards reduction of transmission of HIV/AIDS and STD within SPAT project area in order to share a healthy, productive and economically vibrant community.
4.1. Specific Objectives, Outputs and Activities
Thematic area 1: Prevention
Prevention is always better than cure, thus the reason why more emphasis is put on preventive measures. this will focus on change in behavior communications and safety measures such use of condoms.
-Intervention area 2: Awareness creation.
The purpose is to educate community members on the dangers of HIV.AIDS.Focus will be on addressing behavioral changes,practices,beliefs,gender economic aspects that influence construction of sexual relations.
4.2.Strategic objective:
By the year 2010 SPAT will create awareness on the effects of HIV/STD problems in Ruanda ward(Ruanda ward population is about 20,000)
4.3.Out put: Awareness on HIV/AIDS to all community members enhanced
