GTZ / German Development Cooperation
GTZ is an international cooperation enterprise for sustainable development owned by the German government. It provides viable, forward-looking solutions for political, economic, ecological and social development in a globalised world. GTZ works mainly on commissions by the German government. Through its unit ‘International Services’ GTZ provides services for other clients as well.
GTZ’s objective is to improve people’s living conditions on a sustainable basis. It promotes complex reforms and change processes. The support is focused on consultancy on the national level in order to realize policy reforms, structural changes or to develop and strengthen the individual, institution and societal capacity.
TZ has been working in Tanzania since 1975. GTZ Tanzania employs 334 persons, of which 16 employees are expat project staff, 300 are national personnel, 4 are experts of consulting firms and 14 are integrated experts.
The projects are mainly situated in Dar es Salaam. However, there are regional offices and projects in Dodoma, Mtwara, Lindi, Tanga, Arusha, Mbeya and Kigoma as well.
Sectors / Areas of SupportGTZ cooperates in the water, health, HIV/AIDS and governance sectors and the conservation and management of natural resources.
GTZ does not provide General Budget Support.
Approach to Supporting Civil Society:GTZ does not support civil society directly. We co-operate with NGOs by contributing through subsidy payments to their activities to pursue our project goals. In some cases NGOs work for GTZ as subcontractors.
Strategical Framework/Country Strategy of Cooperation in Tanzania:GTZ’s engagement is guided by the Country Concept Paper and Priority Area Strategy Papers (health and HIV/AIDS; water) of the Federal Ministry for Economic Cooperation and Developments. There is no strict time for the engagement, but it is estimated that the cooperation in the health sector and water sector collaboration will last until 2012. The Project to Support the Law Reform and Project concerning forest policy implementation will last until 2008, whereas the new Program to Support Local Governance Processes is planned to last until 2017.
