The overall objective of Swedish Development Cooperation Strategy (2006-2010) with Tanzania is to help create conditions that will enable the poor to improve their lives by supporting Tanzania’s efforts to reduce poverty.
Swedish assistance is to be based on the MDGs and the National Strategy for Growth and Reduction of Poverty.
Its implementation will comply with the principles of the Paris Declaration and the Tanzanian Joint Assistance Strategy.
To achieve the overarching objective of poverty reduction, the Swedish development assistance will support Tanzania in its efforts to promote:
•an efficient, transparent and accountable state capable of delivering public services to the citizens,
•a civil society able to serve as a watchdog of the state and to foster political participation, a democratic culture and the rule of law,
•a strong private sector that can create growth and employment opportunities for the poor
The rights perspective, perspectives of the poor and the political dimension of poverty (human rights, rule of law, participation) will be the general focus of Swedish development cooperation dialogues in 2006-2010
Sectors / Areas of Support•Energy: to enable the GoT realize reliable power supply for economic growth in industry and service sector-ICT inclusive,
•Trade related Private Sector Development: Facilitate reforms on law and regulations to stimulate entrepreneurship and private sector
•Education Sector Development Programme & Research: to enable GoT provide the right to education and enhance country’s analytical capacity and international competitiveness
•Reform Programmes for Local Government and Public Financial Management to strengthen capacity and accountability
•Democracy, human rights and gender perspectives will be mainstreamed into the above sectors and reform programmes.
•Media and CSOs: able to promote democratic culture, rule of law, checks and balances will be directly supported.
Approach to Supporting Civil Society:•Direct Funding: Is a default modality. Through which Core Funding is provided to strategically selected watchdog and advocacy CSOs over a longer period as default modality, say four years.
Where necessary, such support can be done through basket arrangement.
•Intermediary modality: Can be used as the second option in contexts where the first modality does not work.
•Dialogue: Sida promotes dialogue with its partners in view of rights perspectives, poor people’s perspectives, gender, HIV/AIDS, governance capacity issues
Strategical Framework/Country Strategy of Cooperation in Tanzania:Guiding Approaches:
•General Budget Support: GBS is regarded as the default financing modality for enabling the government of Tanzania to implement its NSGRP
•Dialogue: A more focused dialogue in a harmonized context along with sectoral concentration.
Whereas the analysis of Swedish Support to poverty reduction is holistic and multi-dimensional, its contribution to the joint assistance efforts is to be specialized and focused, built on an extensive division of labour and complementarity among donors.
•Support to Non-State Actors: to develop their capacity to supervise state bodies and hold officials responsible and accountable; to strengthen domestic accountability and supervision of the executive branch of government.
