Embassy of Japan


Tanzania is one of the priority countries of Japanfs official development assistance (ODA) to Africa in view of Tanzaniafs political stability and good relationships with Japan since its independence. Japan has been providing ODA to Tanzania since 1960s by grant and loan aid, technical cooperation through experts and trainings and Japan Overseas Cooperation Volunteers (JICA Volunteers), and will continue providing support in the coming years. Japanfs aid aims at contributing to the efforts made by Tanzania in sustaining economic growth and achieving poverty reduction through effective distribution of the benefits of economic growth to the poor, and thereby strengthening bilateral relationship between the two countries.

Sectors / Areas of Support

Japanfs priority areas of support to Tanzania have been agriculture, education, health and infrastructure under Japanfs Country Assistance Program for Tanzania which was formulated in 2000. Currently, Japan is renewing its Country Assistance Program in line with Tanzaniafs second poverty reduction strategies (Mkukuta and Mkuza), and the priorities areas in the revised Program will be the two clusters of the Mkukuta/Mkuza: gCluster I: Growth and Reduction of Income Povertyh and gCluster III: Governance and Accountability.h Among many sectors covered by the Cluster I, Japan will particularly prioritise agriculture and infrastructure (e.g. transport, energy, water). In addition, Japan will maintain its support to health and education.

Approach to Supporting Civil Society:

Under the Grant Assistance for Grass-roots Human Security Projects (GGHSP) scheme, the Embassy of Japan has been implementing various forms of assistance in supporting relatively small-scale projects on the initiative of organizations such as non-profit international and local NGOs, CBOs, LGAs, communities, government schools, and hospitals. Education, Health, and Water are the most prioritized sectors for the grant scheme. Although applications for the grant are opened for a whole year, the proposals submitted after June 1st will be put forward for a screening process for the next Japanese fiscal year, which begins from April.

Strategical Framework/Country Strategy of Cooperation in Tanzania:

Japanfs Country Assistance Program for Tanzania is currently under revision, which will be launched and implemented for Tanzaniafs fiscal year 2007/08 - 09/10. The goal of Japanfs assistance is gcreation and promotion of virtuous cycle of sustained and stable growth and poverty reductionh and the priority areas of support of the revised Program are as described above.
