Ireland has been providing development assistance to Tanzania since 1979.
Between 2007 and 2010 Irish Aid will invest some €170 million in Tanzania, making it one of Ireland’s largest partners in terms of development assistance.
The aim of the Irish Aid programme is to help reduce poverty and vulnerability and increase opportunity in Tanzania. Ireland’s support will contribute to achieving this goal by directing resources and efforts towards Tanzania’s national growth and poverty reduction strategy. Support is focused on three areas: rural livelihoods and growth; social development and good governance and accountability.
The programme is guided by three overarching principles that define how Irish Aid operates and form a common thread across the key programme areas, resulting in a more coherent engagement:
-enhanced pro-poor local development by ensuring that national policies translate into tangible benefits for the poorest and most vulnerable;
-promote, in conjunction with other
donors, aid effectiveness through
harmonising and aligning aid and
actively encouraging others to do so;
-mainstream Irish Aid’s cross-cutting
issues (HIVAIDS, gender, governance
Sectors / Areas of SupportThe main areas of focus for Irish engagement are:
•Agriculture;
•Direct budget support to Government;
•Gender, particularly gender based
violence;
•Governance, with a focus on local
government and on increasing domestic
accountability;
•Health (including HIV/AIDS);
•Private sector development;
Approach to Supporting Civil Society:Irish Aid’s governance and accountability programme aims to improve good governance and local development across Tanzania. One output of this programme is that the relationship between government and citizens is deepened through increased transparency that provides for greater accountability of government to the public. Support for civil society has been increased to help it to act as a watch-dog on government spending and to promote citizens’ social and economic rights.
To this effect. Irish Aid works with civil society organizations, the media and democratic institutions such as the parliaments and electoral commissions of Tanzania and Zanzibar. Ireland supports the establishment of grant making bodies and coalitions, which are working to strengthen the capacity and coordination of civil society actors.
Strategical Framework/Country Strategy of Cooperation in Tanzania:The framework for Ireland’s assistance to Tanzania over the period 2007 to 2010 is set out in the Country Strategy Paper. The Country Strategy is built upon experience and lessons learned from almost 30 years of Irish Aid assistance to Tanzania. The Strategy will deliver a focused programme over the period and will provide quality support to assist Tanzania to make faster progress towards the MDGs, especially those currently off-track.
Partnership is a cornerstone of the Country Strategy. Support which is provided directly to government will be complemented by support for a number of civil society organisations in each of the MKUKUTA clusters and international organisations including the UN.
