The Partnership Framework Document signed between France and The United Republic of Tanzania is the sole planning instrument of French development cooperation policy in Tanzania for the period 2006-2010.
Its purpose is to :
·increase the consistency of French development cooperation;
·develop the dialogue with our partner country;
·raise the effectiveness of French development assistance in line with the principles of the Paris Declaration on Aid Effectiveness:
-alignment with Tanzania’s development policy,
-complementarity with other donors,
-sectoral focus and five-year predictability for aid.
The document covers the actions of all the public stakeholders in the French development cooperation system: the Ministry of Foreign Affairs, Ministry of the Economy and Finance, French Development Agency, research bodies, univeristies in concert with other stakeholders in regionally delegated development cooperation, NGOs and the private sector.
Sectors / Areas of SupportThe French Embassy supports 3 focus sectors based on the Millenium Development Goals :
- Water and sanitation
- Education
- Tourism
and 4 four cross-cutting programmes :
- Governance and regional integration
– Teaching of French and promotion of cultural diversity
– Higher education and research
- Rehabilitation of and access to cultural heritage
Approach to Supporting Civil Society:The Social Fund for Development (SFD)is funding agreed projects designed by local and international non-profit organizations as well as local governments to fight against poverty and reduce inequalities in varied sectors related to MKUKUTA/MKUZA.
The SFD supports development initiatives regardless of the sector or geographical area of intervention.
The amount of the grants is between 10 000 € and 100 000 € and the timeframe for the project must not exceed 24 months.
The gender and development issue, present in a cross-cutting manner in Tanzania’s poverty reduction objectives, has been integrated into the project selection process.
Strategical Framework/Country Strategy of Cooperation in Tanzania:The strategy for action is to:
-meet needs explicitly expressed by the Tanzanian government in its strategy documents (MKUKUTA/MKUZA);
-act in complementarity with other donors in the division of labour framework instituted by JAST;
-involve local engineering and contracting capabilities as systematically as possible;
-systematically seek synergies between French operators: public-private partnerships, universities and research centres;
-integrate the sustainable development dimension into each operation;
-form innovative partnerships with civil society;
-place the project within a regional perspective.
-France’s development cooperation strategy in Tanzania, as elsewhere in the world, will be inspired by our concern to assert the cultural dimension of development.
