Embassy of Finland


The main aim of the Embassy of Finland is to strengthen the relations between Finland and Tanzania as well as the relations between Finland and Burundi, Rwanda and the Democratic Republic of Congo. The Embassy promotes the networking of Tanzanian and Finnish citizens, institutions and business partners and provides consular and other assistance to Finnish citizens in the country. Emphasis is put on the support to the development of Tanzania and Zanzibar.

Tanzania is Finland\\\'s longest standing partner in development cooperation and is currently one of Finland\\\'s eight long-term development partner countries and amongst the main receivers of aid. The development cooperation between Finland and Tanzania started officially in 1962. The modalities of the development cooperation have changed in the past few years. There are less individual projects and Finland\\\'s support is directed to programmes established by the Government of Tanzania, with funding through joint donor financed sector programmes and budget support. Tanzania was the first country to which Finland has provided budget support.

Sectors / Areas of Support

MKUKUTA form the basis of the bilateral cooperation between Tanzania and Finland. Finland provides general budget support to increase resources for the prioritised sectors of MKUKUTA.

The government-to-government Finnish aid to Tanzania is focused on three sectors:
- forestry/environment
- education
- good governance

Priority areas of the NGO support through Local Cooperation Funds are:
- good governance, human rights and democracy.

Finnish NGOs, municipalities, political parties and universities have their own cooperation programmes with Tanzanian counterparts. Finnish NGO\\\'s work mainly in the education and health sectors. Income generation programmes especially in rural areas, the rights of the disabled, and environmental issues are also supported.

Approach to Supporting Civil Society:

The Finnish Fund for Local cooperation is a fund managed by the Embassy, which complements other Finnish development efforts in Tanzania with the goal of alleviating poverty. The main objective of the fund is to support initiatives of local NGOs, CBOs and other institutions in the fields of good governance, human rights and democracy. Special attention is given to organisations that promote gender equality, rights of women and other vulnerable groups. Funds have also been granted for institutional cooperation between Finland and Tanzania, poverty reduction research, HIV/AIDS, promotion of local economic development and entrepreneurship, and cultural activities. The Embassy plans to earmark some funds for organizations in the two southern regions, Mtwara and Lindi. In 2006 the Embassy allocated funds to 19 local projects.

The approach of the fund is to establish long-term partnerships with a limited number of organizations.
Only a small part of funding is reserved to non-long-term partners.

In addition to LCF, there are currently about 30 Finnish NGOs working in Tanzania and about 50 Finnish NGO projects.
