DED Tanzania / German Development Cooperation
DED (Deutscher Entwicklungsdienst) Tanzania, the German Development Service in Tanzania, is one of four governmental institutions of the German development co-operation. It belongs to the leading European development services for personnel cooperation. Since its foundation in 1963, more than 15 000 experienced professionals have committed themselves to improve the living conditions of people in Africa, Asia and Latin America. Almost 1 000 professionals are currently working in 45 countries. Their aims are to fight poverty, promote a self-determined, sustainable development and to preserve natural resources. The DED also offers its services to international clients.
Based on the request of a governmental institution or a non-governmental organisation in the partner country and on a common agreement, the experienced and committed professionals are placed as advisers in the respective partner institution or organisation in order to strengthen local capacities. DED also supports local civil society organisations financially and by providing advisory services. Moreover, the employment of national experts in the partner institutions or organisations can be funded.
Sectors / Areas of SupportBased on the inter-governmental negotiations between the Government of Tanzania and the German Federal Ministry for Economic Co-operation and Development, DED Tanzania concentrates its activities on the following sectors:
• Health, incl. HIV/AIDS
• Water
• Local Governance
DED does not provide General Budget Support.
Approach to Supporting Civil Society:In order to strengthen democratic structures on local level, to promote democratic processes initiated in civil society as well as in connection with the local government authorities and to involve citizens on local level in political decision-making, DED possesses the possibility to support civil society organisations through advisory services as well as through project funding. The support intends to contribute to achieving the objectives defined for the local governance sector which concentrates its interventions on Tanga and Mtwara region.
Collaboration between civil society, elected representatives and local government authorities shall be particularly encouraged. In order to strengthen local democracy, DED supports relevant capacity building on good governance topics for elected representatives on district and village level, Public Expenditure Tracking in order to enhance transparency and downward accountability regarding the use of public funds as well as civic education to sensitize citizens on their rights and duties. Furthermore, DED promotes paralegal organizations that aim at strengthening women and other disadvantaged groups and provide legal assistance.
Strategical Framework/Country Strategy of Cooperation in Tanzania:The engagement of DED Tanzania is guided by the Country Concept Paper and the Focal Area Strategy Papers of the German Federal Ministry for Economic Co-operation and Development.
The German Government bases its commitments in the three jointly agreed focal sectors on the inter-governmental negotiations held every three years.
DED Tanzania co-operates with the other German governmental organisations in the three focal areas within the framework of the TGPSH (Tanzanian German Programme to Support Health), WALPRO (Water for Life Programme) and SULGO (Support to Local Governance).
